Notice Regarding Compliance with New Requirements for Online Public Notices Changes Effective as of January 1, 2026

The Linden Roselle Sewerage Authority website is in compliance with changes regarding the publication requirements for official public notices specified in P.L. 2025, c. 72.

Starting on January 1, 2026, local governments (municipalities, counties, boards of education, and special districts) must publish public notices twice a month through December 31, 2026. The public notice must include the link to the municipality’s webpage for official notices. The notice must include complete text that each legal notice of the local government may be obtained or viewed on the public entity’s official website and provide the hyperlink.

The local Linden Roselle Sewerage Authority link to the official public notices page is lrsa-nj.gov/notices. This same message is also in the Linden Roselle Sewerage Authority official Notices page, and will reappear every two weeks in the Notices page throughout 2026, as per the requirements specified in P.L. 2025, c. 72.

The notices must also include a hyperlink to the Secretary of State’s public notice webpage. Currently that hyperlink is not available as the Secretary of State has until March 1, 2026, to establish the website. The new law took into account that the State’s webpage may not be available by January 1 and includes language that until the Secretary of State’s legal notices webpage is available a local government will be deemed to satisfy this new requirement as long as they published a notice with the local government link.

The Linden Roselle Sewerage Authority will continue to monitor the status of the Secretary of State’s public notice webpage and will provide the link once it is available.

Starting on March 1, 2026, local governments must publish their legal notices on their official websites. This, however, does not prohibit local governments from using print publications in addition to publishing notices on their official websites. A municipality may publish legal notices in a print or online newspaper if they choose, but they still must publish them on their municipal website. If a local unit uses an online news publication, it must prominently display a hyperlink on its website to the online news publication. Online newspapers must publish any legal notices they receive within 24 hours of receipt.

When the Linden Roselle Sewerage Authority publishes notices in print publications, that publication will also include the official City of Linden notices link, which is lrsa-nj.gov/notices.

The local government’s official website must be accessible, free of charge, with the items conspicuously placed on the website. Notices must be displayed for at least one week, or other time period as required by law, before transferring the notice to the archive. The notices must be archived for at least one year. The archive is not subject to the records retention schedule established by the State Records Committee or the Destruction of Public Records law. 

As per P.L. 2025, c. 72, notices published will always remain active for at least one week or other time period as required by law before transferring the notice to the archive. Archives will be saved for at least one full year.

Notice for the Solicitation of Qualifications for Bond Counsel Services

Notice is hereby given that in accordance with N.J.S.A.19:44a-20.4 et seq., the Linden Roselle Sewerage Authority is soliciting qualifications through a fair and open process for the following Professional Services in 2026-2027:

Requests for Qualifications for the above may be obtained from the Linden Roselle Sewerage Authority, 5005 South Wood Avenue, PO Box 4118, Linden, NJ 07036 between the hours of 8:30 a.m. and 4:00 p.m. Monday through Friday. The RFQ can be downloaded directly from the Authority’s website here. Any RFQ Addenda will be issued on the website and processed in accordance with N.J.S.A. 40: A11-23(c)(1). All interested respondents should check the website from now through RFQ opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement.

Sealed responses to the request are required to be submitted to the Linden Roselle Sewerage Authority, 5005 South Wood Avenue, PO Box 4118, Linden, NJ 07036 on or before Friday, May 8, 2026 at 9:00 A.M., at which time they will be publicly opened in the Executive Board Room. The envelope containing the proposal shall bear the name and address of the Proposer and the words “RFQ for Professional Services- (stating the type of service)” on the outside of the sealed envelope.

If awarded a contract, your company/firm shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

Linden Roselle Sewerage Authority Notice of Intent to Award Contract Under A National Cooperative Agreement

Notice of Intent to Award Contract under a National Cooperative Purchasing Agreement Contract for HD Supply d/b/a USA Blue Book.

The Linden Roselle Sewerage Authority, in the County of Union and State of New Jersey, intends to award a contract to HD Supply d/b/a USA Blue Book for Maintenance, Repair, Operating Supplies, Industrial Supplies and Related Products and Services through the OMNIA Partners (OMNIA) contract#16154, Maricopa County, AZ for one (1) Flask Scrubber Glassware Washer Under Counter with accessories.

The contract price was established by OMNIA Partners original Request For Proposals#16154- RFP and pursuant to its Administrative Contract Update 2 on January 7, 2022 for such in the amount not to exceed $19,283.55.

Information regarding this contract may be found in the Linden Roselle Sewerage Authority, Office of the Purchasing Department, 5005 South Wood Avenue, Linden, NJ 07036 during regular business hours or may be found at the OMNIA website.

The Linden Roselle Sewerage Authority is an authorized member of the OMNIA Partners.

The Initial Term for this contract is February 1, 2017, through December 31, 2026.

The Linden Roselle Sewerage Authority is permitted to join National Cooperative Purchasing Agreements under the Authority of N.J.S.A. 52:34-6.2(b)(3).

The Linden Roselle Sewerage Authority will utilize this contract from May 1, 2026-December 31, 2026. All legal notices published by the Linden Roselle Sewerage Authority may be obtained or viewed on the Linden Roselle Sewerage Authority’s official website.

Opportunity to comment will begin upon the publication of this notice and end ten (10) calendar days thereafter.

Purchasing

The Department of Purchasing is responsible for the procurement of goods and services for the Linden Sewerage Authority, in compliance with the Local Public Contracts Law, N.J.S.A 40A:11-1 et. seq. This centralized office receives bids and quotes when mandated, and oversees the process and award of all purchase orders and contracts. The Qualified Purchasing Agent also serves as the Public Agency Compliance Officer for the Linden Roselle Sewerage Authority. The Purchasing Department oversees that all procurements are conducted in a legal and ethical fashion.

Please Note: The Linden Roselle Sewerage Authority does not release bidder lists or information prior to the public receipt and opening of bids. Information regarding bidders and proposals is exempt from disclosure under OPRA until such time as formal action taken by the governing body because such information “if disclosed would give an advantage to competitors or bidders.” Refer to N.J.S.A 47:1a-1.1 ET SEQ.
