Notice Regarding Compliance with New Requirements for Online Public Notices Changes Effective as of January 1, 2026

The Linden Roselle Sewerage Authority website is in compliance with changes regarding the publication requirements for official public notices specified in P.L. 2025, c. 72.

Starting on January 1, 2026, local governments (municipalities, counties, boards of education, and special districts) must publish public notices twice a month through December 31, 2026. The public notice must include the link to the municipality’s webpage for official notices. The notice must include complete text that each legal notice of the local government may be obtained or viewed on the public entity’s official website and provide the hyperlink.

The local Linden Roselle Sewerage Authority link to the official public notices page is lrsa-nj.gov/notices. This same message is also in the Linden Roselle Sewerage Authority official Notices page, and will reappear every two weeks in the Notices page throughout 2026, as per the requirements specified in P.L. 2025, c. 72.

The notices must also include a hyperlink to the Secretary of State’s public notice webpage. Currently that hyperlink is not available as the Secretary of State has until March 1, 2026, to establish the website. The new law took into account that the State’s webpage may not be available by January 1 and includes language that until the Secretary of State’s legal notices webpage is available a local government will be deemed to satisfy this new requirement as long as they published a notice with the local government link.

The Linden Roselle Sewerage Authority will continue to monitor the status of the Secretary of State’s public notice webpage and will provide the link once it is available.

This, however, does not prohibit local governments from using print publications in addition to publishing notices on their official websites. A municipality may publish legal notices in a print or online newspaper if they choose, but they still must publish them on their municipal website. If a local unit uses an online news publication, it must prominently display a hyperlink on its website to the online news publication. Online newspapers must publish any legal notices they receive within 24 hours of receipt.

When the Linden Roselle Sewerage Authority publishes notices in print publications, that publication will also include the official City of Linden notices link, which is lrsa-nj.gov/notices.

The local government’s official website must be accessible, free of charge, with the items conspicuously placed on the website. Notices must be displayed for at least one week, or other time period as required by law, before transferring the notice to the archive. The notices must be archived for at least one year. The archive is not subject to the records retention schedule established by the State Records Committee or the Destruction of Public Records law. 

As per P.L. 2025, c. 72, notices published will always remain active for at least one week or other time period as required by law before transferring the notice to the archive. Archives will be saved for at least one full year.

Notice to Bidders for Removal, Barge, Transport and Disposal of Sludge

Notice to Bidders. Sealed Bids for the Removal, Barge Transport and Disposal of Sludge will be received by the Linden Roselle Sewerage Authority at the Administrative Office, 5005 South Wood Avenue, Linden, New Jersey 07036 until 09:00 AM, prevailing time, on Tuesday, October 6, 2026, at which time and place bids will be publicly opened and read aloud.

Removal, Barge, Transport and Disposal of Sludge

The work to be performed under this contract generally includes all work necessary in removing thickened anaerobically digested sludge produced by the LRSA treatment plant and transporting it to an authorized off-site location for disposal for a one-year period with two (2) one year period renewal options. Transportation will be by barge from the Authority’s Dock located on the Arthur Kill.

Specifications and instructions to bidders may be examined and obtained at the Office of the Linden Roselle Sewerage Authority, 5005 South Wood Avenue, Linden, New Jersey during regular business hours, 8:30 a.m. until 4:00 p.m. Specifications and instructions to bidders may also be obtained in PDF format by contacting the Authority at 908-862-7100 or by downloading here, and Addendum No. 1 here, and Addendum No. 2 here.

All bids must be submitted on the Bid Proposal Form provided by the Authority. Each bidder shall submit one (1) original and two (2) copies of the bid enclosed in a sealed envelope bearing the name and address of the bidder and the words, “Bid Proposal for Removal, Barge Transport and Disposal of Sludge” on the outside of the envelope.

Each Bid shall be submitted in accordance with the instructions to Bidders and shall be accompanied by a certified check, cashier’s check, or acceptable bid bond in the amount of ten (10%) percent of the amount of the bid, made payable to the Linden Roselle Sewerage Authority but in no case to exceed $20,000.00. Each Bid shall be furnished with a Consent of Surety meeting the requirements of NJSA 2A:44-143 et seq. for furnishing performance and payment bonds in the forms provided in the Contract Documents.

The Successful Bidder must furnish a one hundred (100%) Performance Bond and a (one hundred) 100% Payment Bond with a surety company acceptable to the Owner. Bidders may not withdraw their Bids for a period of sixty days after the actual date of the opening of the Bids.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

The Owner reserves the right to consider the bids for sixty (60) days after receipt and to reject any or all bids and to waive any irregularities or informalities in the bid if deemed to be in its best interest in accordance with New Jersey Local Public Contract Law, N.J.S.A. 40A:11-1 et. seq.

Linden Roselle Sewerage Authority Notice of Contract Award

The Linden Roselle Sewerage Authority has awarded the following contract without competitive bidding pursuant to the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.), such services are considered; Professional Services within the scope of a licensed and regulated profession, and same may be awarded without competitive bidding and is being awarded as a non-fair and open contract; at a meeting held on July 28, 2026. The contract and resolution authorizing the same are available for public inspection in the offices of the Linden Roselle Sewerage Authority.
