The Linden Roselle Sewerage Authority will consider the approval and granting of this permit renewal at its regular meeting on July 28, 2026. The meeting will be held at the Franklin Hudson Building at the Authority’s Facilities at 5005 South Wood Avenue, Linden, New Jersey.

Comments from the public pertaining to this action will be received until 3:30 PM on July 21, 2026 and considered by the Authority before taking final action.

Notice for the Furnishing and Delivering Dry Polymer for Gravity Belt Thickening of Sludge for a Two (2) Year Period.

Notice is hereby given that sealed bids will be received by the Purchasing Agent of the Linden Roselle Sewerage Authority in the Administrative Office, 5005 South Wood Avenue, P.O. Box 4118, Linden, New Jersey 07036, on or before Friday, July 17, 2026 at 09:00 A.M. at which time they will be publicly opened.

Furnishing and Delivering Dry Polymer for Gravity Belt Thickening of Sludge for a two (2) year period.

Prior to bid submission, each bidder may schedule an appointment to perform bench testing with samples of the sludge material. The testing is not mandatory and is at the option of the bidder and is not required in order to submit a bid. To schedule and participate in the testing, bidders must contact Mr. David Walsh, Operations Manager, at 908-862 7100 or via email here, no later than Monday, July 6, 2026. Testing will be conducted through Monday, July 13, 2026. No tests will be scheduled after the July 13, 2026 cutoff date.

Specifications and instructions to bidders may be examined and obtained at the Office of the Linden Roselle Sewerage Authority, 5005 South Wood Avenue, Linden, New Jersey during regular business hours, 8:30 a.m. until 4:00 p.m. Specifications and instructions to bidders may also be obtained by downloading directly from the Authority’s website, www.lrsa nj.gov or by contacting the Authority at 908-862-7100.

Bids must be submitted on the Bid Proposal Form furnished by the Authority. All bids must be received enclosed in a sealed envelope, bearing the name of the bidder and clearly labeled “Bid for Furnishing and Delivering Dry Polymer” on the outside of the envelope. Bidder is solely responsible for the timely delivery of the bid proposal and no bids shall be considered which are presented after the public call for receipt of bids.

All bids must be accompanied by a certified check, cashier’s check or acceptable bid bond in the amount of ten percent (10%) of the amount of the bid, made payable to the Linden Roselle Sewerage Authority, but in no case to exceed $20,000.00. Said checks or bonds will be returned to the unsuccessful bidder(s) as prescribed by law.

The Authority reserves the right to consider the bids for sixty (60) days after receipt and to reject any and all bids and to waive any irregularities or informalities in the bid if deemed to be in the best interest of the Linden Roselle Sewerage Authority.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

Notice Regarding Compliance with New Requirements for Online Public Notices Changes Effective as of January 1, 2026

The Linden Roselle Sewerage Authority website is in compliance with changes regarding the publication requirements for official public notices specified in P.L. 2025, c. 72.

Starting on January 1, 2026, local governments (municipalities, counties, boards of education, and special districts) must publish public notices twice a month through December 31, 2026. The public notice must include the link to the municipality’s webpage for official notices. The notice must include complete text that each legal notice of the local government may be obtained or viewed on the public entity’s official website and provide the hyperlink.

The local Linden Roselle Sewerage Authority link to the official public notices page is lrsa-nj.gov/notices. This same message is also in the Linden Roselle Sewerage Authority official Notices page, and will reappear every two weeks in the Notices page throughout 2026, as per the requirements specified in P.L. 2025, c. 72.

The notices must also include a hyperlink to the Secretary of State’s public notice webpage. Currently that hyperlink is not available as the Secretary of State has until March 1, 2026, to establish the website. The new law took into account that the State’s webpage may not be available by January 1 and includes language that until the Secretary of State’s legal notices webpage is available a local government will be deemed to satisfy this new requirement as long as they published a notice with the local government link.

The Linden Roselle Sewerage Authority will continue to monitor the status of the Secretary of State’s public notice webpage and will provide the link once it is available.

Starting on March 1, 2026, local governments must publish their legal notices on their official websites. This, however, does not prohibit local governments from using print publications in addition to publishing notices on their official websites. A municipality may publish legal notices in a print or online newspaper if they choose, but they still must publish them on their municipal website. If a local unit uses an online news publication, it must prominently display a hyperlink on its website to the online news publication. Online newspapers must publish any legal notices they receive within 24 hours of receipt.

When the Linden Roselle Sewerage Authority publishes notices in print publications, that publication will also include the official City of Linden notices link, which is lrsa-nj.gov/notices.

The local government’s official website must be accessible, free of charge, with the items conspicuously placed on the website. Notices must be displayed for at least one week, or other time period as required by law, before transferring the notice to the archive. The notices must be archived for at least one year. The archive is not subject to the records retention schedule established by the State Records Committee or the Destruction of Public Records law. 

As per P.L. 2025, c. 72, notices published will always remain active for at least one week or other time period as required by law before transferring the notice to the archive. Archives will be saved for at least one full year.

Notice of Special Meeting

Roof Mounted HVAC Replacement for the Linden Roselle Sewerage Authority, Union County, New Jersey.

The Linden Roselle Sewerage Authority reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Linden Roselle Sewerage Authority, in accordance with applicable law.

Bids must be on the bid form prepared by Remington & Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Ralph Strano, Executive Director.

Each bid shall be accompanied by a certified check, cashier’s check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Linden Roselle Sewerage Authority in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond.

The award of the contract shall be made subject to the necessary monies to do the work being provided by the Linden Roselle Sewerage Authority in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Linden Roselle Sewerage Authority in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq.(New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.).

The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2 and submit a Disclosure Statement listing stockholders with his bid.

The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act.

The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act.

Notice for the Solicitation of Qualifications for Bond Counsel Services

Notice is hereby given that in accordance with N.J.S.A.19:44a-20.4 et seq., the Linden Roselle Sewerage Authority is soliciting qualifications through a fair and open process for the following Professional Services in 2026-2027:

Requests for Qualifications for the above may be obtained from the Linden Roselle Sewerage Authority, 5005 South Wood Avenue, PO Box 4118, Linden, NJ 07036 between the hours of 8:30 a.m. and 4:00 p.m. Monday through Friday. The RFQ can be downloaded directly from the Authority’s website here. Any RFQ Addenda will be issued on the website and processed in accordance with N.J.S.A. 40: A11-23(c)(1). All interested respondents should check the website from now through RFQ opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement.

Sealed responses to the request are required to be submitted to the Linden Roselle Sewerage Authority, 5005 South Wood Avenue, PO Box 4118, Linden, NJ 07036 on or before Friday, May 8, 2026 at 9:00 A.M., at which time they will be publicly opened in the Executive Board Room. The envelope containing the proposal shall bear the name and address of the Proposer and the words “RFQ for Professional Services- (stating the type of service)” on the outside of the sealed envelope.

If awarded a contract, your company/firm shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
