Industrial Wastewater Discharge to the LRSA Sewer System

Any business or facility proposing to discharge industrial wastewater to the Linden Roselle Sewerage Authority (LRSA) sanitary sewer system must first determine whether an Industrial Discharge Permit Application is required.

Who May Need to Apply?

An Industrial Discharge Permit Application is generally required for facilities that generate non-domestic wastewater from commercial or industrial operations.

A facility may require an Industrial Discharge Permit if it meets one or more of the following criteria:

The facility:

  • Is subject to Federal Categorical Pretreatment Standards; or
  • Discharges more than 25,000 gallons per day (gpd) of process wastewater; or
  • Discharges BOD, COD, or TSS in amounts equivalent to the domestic waste strength generated by 25,000 gpd; or
  • Contributes more than 5% of the Authority’s average daily flow, average dry weather hydraulic capacity, or organic treatment capacity; or
  • Contributes more than 5% of the daily mass loading of regulated pollutants identified in the LRSA Rules and Regulations; or
  • Discharges 25,000 gpd or more of polluted groundwater; or
  • Has the reasonable potential to adversely affect the Authority’s treatment works or operations*; or
  • Has been in violation of any applicable Federal, State, or Local pretreatment standard or requirement; or
  • Meets the definition of a Significant Indirect User under N.J.A.C. 7:14A-1.2 or a Significant Industrial User under 40 CFR 403.3(t).

*Please note: LRSA Rules and Regulations prohibit the discharge of stormwater alone to the sanitary sewer collection system.
